Governments have a duty under different conventions to issue the relevant certificates for their own flag vessels, although they may delegate their authority, and often do so, to the classification societies. When authorised by the government concerned, the classification society surveys the ships, as regards to the enforcement of the provisions of international regulations, report and issue or cause the issue of the corresponding certificates.
